Optimist Club of the Performing Arts in its efforts to stimulate and acknowledge of creative spirit, and in the belief that we are a “Friend of Youth”, and with its efforts to support the community will establish a yearly video/film festival to promote, award and present outstanding examples of creativity in video and film production.

 Vision Statement

Optimist Club of the Performing Arts primary vision is to give talented and creative applicants in two divisions Youth and Adult a venue to showcase creative productions in a competition contest with a panel of judges.  Our hope is to stimulate the creative spirit by acknowledging these talents with awards and acknowledgements.  By conducting a video/film festival we will bring talented creators, mentors, press and the general public together.

 1.1 Eligibility and Liability:

Individuals, organizations, and schools are eligible to submit productions for completion during The El Cajon Video/Film Festival.  Minors must be represented by an adult 18 years of age or older who shall assume all legal responsibilities for the program video or film and actions of the minor (s) and said adult shall be responsible for obtaining all authorizations required for copyrighted material and participants included in any production.   All entries are required to comply with all applicable laws and copyright laws in force for the State of California and the City of El Cajon.

 1.2 Programming and Disqualification

 The management of The El Cajon Video/Film Festival will not exercise any editorial control over any production, but will reserve the right to disqualify any entry for any reason it may deem for the good of the festival.  Any disqualification or rejection of any material submitted by an applicant will not be subject to review or litigation by the festival applicant.

Entry Guidelines

2.1  Entries Disqualifications:

A.

Programming of a commercial nature or containing any of the following is prohibited.  Advertising material designed to promote the use or sale of commercial product or services, including any aural or visual display or representation of a commercial business, store, product, service, trademark, serve mark, trade name, logo or jingle.

B.

Appeals for fund, by or on behalf or qualified candidates for public office and/or ballot initiatives and measures will be disqualified.

C.

Solicitations or appeal for revenue or funds in any form will be disqualified. 

2.2 Illegal entries: 

A.

Information concerning any lottery, gift enterprise or similar scheme, offering prizes dependent in whole or in part upon lot or chance; or any list of prizes drawn or awarded by means of any such lottery, gift enterprise, or scheme whether said list contains part or all such prizes.

B.

Material that is intended to defraud the viewer or designed to obtain money by false or fraudulent pretenses, representations, or promise will be disqualified.

C.

Obscene matter: (Violation of this rule is subject to criminal liability under federal law. Title 18, U.S.C. Sec. 1464) Examples of obscene material may include, but is not limited to the following; profanity, frontal nudity; explicit sexual activity; anal cleavage; masturbation; copulation, and/or pedophilia.

2.3 Copyright and Talent releases:

 A.

No entry shall contain material which is subject to copyright, except where the applicant has proven compliance with applicable laws or has received permission for the holder or any individual who has power-or-attorney for the holder of said copyright.  The producer guarantees and insures that all necessary copyrights have been given.  It is the responsibility of the video or film entrée/producer to get all appropriate copyrights and not the responsibility of the sponsors of this film festival and or its agents.

B.

Applicants are required to inform the festival management whether or not their program involves copyrighted material, or material subject to other ownership or royalty rights.  The applicant shall make all arrangements with the program owners copyright owners of any clearance to the festival management before the program may be presented to the public. 

C.

All producers shall guarantee that all people appearing on camera have a signed and “Approval Talent Release” forms.  People appearing at large public forums may be exempt.  Failure to provide appropriate forms may result in the disqualification or program entrée in the festival.

D. 

Except as provided in this section, no program shall include matter of any type which constitutes a credit or acknowledgment to any person, business, enterprise, product or foundation which is given during presentation.  It is understood that grants and/or other types of support may be made to individuals, groups or entities for proposes of underwriting the cost of creation or production of programs. 

In such cases, a standard nondescript “patron’s acknowledgment” may be placed at the beginning and at the end of the program (i.e. this program was made possible by……. As described in paragraph one, commercial programming such as advertising is prohibited.  However in the 30 second commercial division advertising such as “Public Service” are acceptable.  Participants are prohibited from using real products, services, or trademarks for completion. 

E.

The use of all telephone numbers, mailing addresses or website addresses shall not violate any prescribed rules within these guidelines.  Telephone numbers, mailing addresses and website addresses within submitted program must be pre-approved by the festival management. 

All participants assume complete responsibility for the content of the programming provided.  Any disputes that arise concerning the programming shall be resolved between the creator and the complaining party.  

To ensure compliance with these guidelines, festival management may require written scripts or transcripts of a program.

If any of the above guidelines are violated, the program may be disqualified and retuned to the applicant. Festival management reserves the right to run a statement of disclaimer before and/or after a public viewing of a program to alert viewers that the views expressed in the program are not necessarily those of the festival and or its agents. 

Technical Standards: 

All programs to be acceptable must meet the following technical standards.

Festival management reserves the right to disqualify any program that dose not meet the listed technical standards.

Only VHS video tapes or DVDs at NTSC format (duplicated from the original) will be accepted and may or may not be returned to the producer.

The program videotape must be of good quality, maximum third generation, with low noise content and minimum of color smearing, have horizontal stability (sync) in all modes, be free of break-up or glitch, have an understandable sound track and be free of crease or drop out on tape.

Program audio must be clear and understandable.

Film:

All programs that are on film shall be converted to video and submitted to the festival as outlined in the technical standards. 

Programs must conform to time restraints outlined on the entry form.  

The tape must start with 60 to 75 seconds of color bars followed by 15-30 seconds of studio black, then program video presentation.  The tape must also have 60 seconds of black at the end of the program.  

The program (tape) must be electronically edited (on an editing machine). Camera edits caused by turning the camera off and on while shooting are not acceptable due to the quality loss and break-up this causes during presentation.

There must be only ONE program recorded on each tape. 

All tapes must have titles and credits recorded on a character generator or other wise graphically displayed using standard block letters.

Tapes must be clearly labeled on the exterior of the box and exterior of the cassette or DVD utilizing standard tape labels.  The label must include the following information.

1.     Name and phone number of the producer.

2.     Name and phone number of sponsor if different from the producer.

3.     Title of show.

4.     Category of entry: example; music video or short.

5.     Length of program

6.     Date that tape was submitted.

All applicants must sign an agreement releasing festival management and or its agents from all liability associated with any program prior to submitting videotapes.

Failure to present a program within the specified time period may result in a disqualification. 

Videos or Films copied to video will not be accepted without a signed application and release of liabilities.

Contestants are required to present a first generation (2 copies) of their production for presentation at the festival.  The festival will not return copies “do not submit original edit masters.” 

VHS tapes or DVDs will become the property of the festival for documentary and archival purpose.

All programs will be previewed for judging and then submitted to be judged.  The festival and or its agents reserve the right to disqualify programs for reasons outlined in this document.  

Program entries may be submitted by mail or by hand.  Each contestant may enter as many categories as they have individual programs and complete all festival forms and payment of all applicable fees.  

Adults may not enter the Youth Division, by however youths may enter the adult division if they wish.  

The festival and or its agents cannot be held responsible for loss, destruction or damage to any submitted program: the failure or refusal to show any program for technical errors or content and mistakes by personnel involved with the festival cannot be basics for contesting judged results.

The festival reserves the right to broadcast and/or promote any program submitted for judging in this event.  However, the festival has no obligation to publicize or promote any or all programs submitted to this festival. 

All entries are considered for recognition only and do not guarantee any prize or gift that may be offered by anyone connected with the festival.  Prizes and gifts offered by supporters and sponsors are not the responsibility of the Optimist Club of the Performing Arts, The El Cajon Vide/Film Festival or their agents.

Awards: 

Awards will be announced on completion of judging and awarded to the producer program.  The film festival will post for public view all winners.
